impossible to sign into windows live messenger

i downloaded the latest version of windows live messenger as required but am
stiil not able to sign in .A mesage keeps coming that i cannot be signed in
because there is temporal problem with the service, meanwhile other people
else where are able to use the service. So what should i do to be able to
sign into windows live messenger?
