Inbound Filter Rule List

Is there a way to use wildcards {D-Link Router (DIR-825)} in an inbound
filter rule list? For the most part, ISP's use class C networks (Cogeco,
Rogers) so why can't I use something like below, in my routers inbound
filter list:

65.55.*.*
