incomplete calendar sync

Changes I make to the cloud calendar show in my computer calendar, but
changes in the computer calendar are not reflected in the cloud version. I
am assuming the connection is supposed to be reciprocal. Why then does it
not work in both directions?

It is working here in both directions for the two different Live ID's I tested in WLM.

Are you using the same Live ID username/password to sign on to Windows Live in WLM as in the web interface(calendar.live.com) ?
Have you performed a sync everything(Control F5) after making changes locally to ensure sync upward to web server is accomplished ?
If signed on with the same Live ID to Windows Live in WLM, have you closed WLM after making local changes, then opened WLM and
signed on again with that same Live ID ?
