It doesn't care what timezone you set. It knows the time/date your
system thinks it is because that information is passed along.
It converts everything to UTC (or GMT, if you wish) so everything has
the same timezone basis.
And then it compares what your system thinks the time/date is to what
its system thinks the time/date is (which is reset every so often from
one of the official time servers).
And if your time/date doesn't fall within "X" hours (or days) of its
time/date then there's apparently a (big) problem with your system and
won't allow it to upgrade/update until that discrepancy is rectified.
