Inheritance of permissions on a user account keeps changing

When I select a user in ADUC and go to their Security tab/Advanced and check
the "Inherit the parrent..." checkbox, it stays checked for a little while
but then it becomes unchecked. This happens to all the users that I've
tried so far. What's happening with my AD? Shouldn't the box stay checked?
What's changing it?

Are the accounts member of any of system protected groups:

Meinolf is right. If they are members of the Administrators group (or domain
admins, enterprise admins, etc) then it's a normal behavior.
