Initial error 0x800106ba now error 1603 on reinstall setup

Background, XP Pro SP2 all updates applied, started getting a 0x800106ba
message. Downloaded current version and uninstalled and rebooted, on running
downloaded current version during setup I am getting error code 1603. Any
suggestion, have gone back and tried to install messenger 7.5 and it
installs but will not run.
