WHICH keyboard? There are SO MANY variations out there!
Was the driver for your keyboard included on the Vista DVD? If not, you
probably will need to contact the keyboard maker to get the proper driver.
Or it may be a simple setting that you can adjust, but we can't see your
computer or keyboard, so all we can do is guess.
If you will mention the make and model of your keyboard, there's a good
chance that someone here will recognize it. Without knowing that, though,
we are just shooting in the dark. Also, be sure to mention which version of
Vista, especially whether it is 32-bit or 64-bit.
