Windows Mail can't be reinstalled since it is part of the Vista operating
system (OS). You would have to reinstall all of Vista.
A much better solution is to upgrade to the newer and better supported
Windows Live Mail:

Before you go that route, I suggest you try some lesser changes, such
as doing a trial uninstall of your antivirus. Which antivirus are you running?
Some of them cause problems with Windows Mail over time.
Also, Norton and McAfee antivirus programs must have their uninstall
followed up by using a special debris removal utility.
