instaer 3.1

after all updates including installer 3.1 i get error messeges cant
install as win installer is not installed correctly,, i tried to reinstall
but cant get past already installed pop up screen,, if i uninstall
nothing works at all ,,,,HELP

i thank you for your advice BUT,, unfortunatly it did not work neither
did the mal program removal tool . or reinstalling installer i even
disabled in the registry but that didnt work either ,, Neither did trying a
repair from the original setup windows disk ,, reinstsling service pack 4
didnt work either ,, so now what i am totaly begoogled by this problem
which seams to be different for everybody looking at all the queries on
here,, i know everybody tries but is there a real certain way of getting
this fixed without reinstalling a clean OS i dont want to reinstall 45
programs which were all installed without any problem,, i tried to install
msn messenger and whamo all hell lets lose, now nothing works on install
