Install codes for Microsoft Terminal Services 5 CAL

Hi there!

We recently purchased a Windows 2003 Server for Small Business from a
company in Portland, OR, USA. This server had the OS installed by the
vendor and the user licenses are working just fine. We had the server
shipped to India and it is working OK here.

We bought Windows Terminal Services 5 CAL licenses from a company in
US. We had it shipped to India. Here in India we tried to install the
licenses. It seems to work OK but at the last minute the licensing is
not authenticated.

The error message we get is as follows:
Invalid serial.

We opened the MS license box the license paperwork was sent in and the
license appear to be a genuine one. Can anyone please help us figure
out the reason why the installation might be failing?

Someone indicated that the software could have been region locked and
hence only if we are sitting within US the licenses would be
authenticated by MS. Is it the case? Since the server was purchased in
the US and the OS installed in the US, what could be so wrong if we
bought Terminal Services licenses also from US?

I would very much appreciate it if anyone can please help us with this
issue. I called MS help line at least 6 times, and I get transferred
between one department or the other. And, the line goes dead every
time and I am tired of calling them again and again.
