Install failure error Error Code: 0x643 - .NET 3 SP1

I have had this failure showing up for quite a while now, and have not had
any luck in resolving the problem. Unlike some of the other posts I've found
in this message thread mentioning this specific error code, this is related
to installing the SP1 update for .NET Framework 3.0 relating to KB929300. I
did try some of the ideas presented in disabling darn near every background
running service, including the Catalyst Suite for my ATI graphics card. It
goes through all of the steps of downloading the update, and installation
steps - which I am approving - but still no joy. There has to be some reason
for the failure, but I'm not seeing it!

Ideas?

If you're absolutely, 100% positive that the Catalyst Control Center has
been disabled on startup, then run the .NET Framework setup verification

* Read the tool's limitations at the top of the above page *

Have it verify the .NET 2 and 3 Framework installations.

NB: Write down what .NET Framework versions are already installed before you
go uninstalling/removing any of them!
