Install Microsoft Loopback Adapter Automatically

Is there a way to install the microsoft loopback adapter automatically?

We need to distribute this in our installation and since DevCon is not
re-distributal is there some other way to automate this process without using
DevCon?

How does one customize the DevCon to install only the driver?
Is there a set of tools for this?
