Install Wants A Reboot - But A Reboot Doesn't Help!

well i went from IE7B3 to IE7RC1, and after having lots of problems with
..dll's, i managed to fix it, although IE didn't work, and i have now purged
IE completely from my PC, however as i now try to install IE7RC1 it tells me
that something else want s me to reboot, and that i should reboot and try
again, but nothing helps!

What's worse, System Restore or formatting & reinstalling Windows (a Repair Install will only make matters worse)?

it will restore the machine to its condition when the restore point was created (i.e., before installing IE7 RC1).

that says how to do it - i want to know what it chanhges, i assume all m
files will stay, but i want to be sure

using system restore does not delete any files
