Greetings,
The website tries to "guess" what version of Windows you're using and utilizes your IP
settings to determine your locale. If you're looking for a specific version or language,
it's easier to just grab it from the download center:

And yes, I would think that might be it -- not sure at this point since the auto-detection
makes figuring this out rather difficult.
