I've been having similar problems with this update and with kb945185 on my
Vista Business PC. I've tried a variety of strategies, including booting to
safe mode with networking. Windows Update won't start for me there. Very
frustrating, since this PC has Office 2007, except for also having FrontPage
2003.
Here's what worked: Go directly to the downloads for these updates,
download them and save them. Then Right-click the update(s) one at a time,
and select Run As Administrator. This also worked on my XPPro machine. Both
updates finally installed cleanly. Hurray! Let me know if this works for
