Installation failure 0x8007f004

I ran the update after installing Server 2003 the 1st update worked and the
next 33 failed. This is with Service Pack 1. Following is the error:

Installation Failure: Windows failed to install the following update with
error 0x8007f004: Security Update for Windows Server 2003 (KB914388)

Now what do I do?

8007f004 = "You do not have permission to update . Please contact your
system administrator"

Ensure you are logged in with Local Administrator privileges. Ensure that
there are no Group Policies in effect that prevent people from running
Windows Update.

I found a bit of a workaround, but honestly not sure what caused the issue in
the first place. This was done on a laptop running WinXP Pro. I manually
downloaded Windows Installer 3.1, booted to safe mode and installed it
successfully while logged in as Administrator. Rebooted and let it come up
normally and all other updates applied successfully.
