Following a review of some related messages I found information that led me
to identifying an MDAC problem. I downloaded MDAC 2.8 then checked for
updates for my machine. Found 4 updates including a security update for MDAC
and the 921896 SQL server express. Ran the updates and all were successful.
So my 0x111CF was related to an MDAC problem which has been resolved and the
921896 fix has been applied successfully.
