Installation Freezes Error Code: 0x80246008

I select windows update express install. The list of updates is displayed
says estimated time 1 min. I let it run for a long time and I got Error Code:
0x80246008. Any suggestions. The green progress bar never appear which leads
me to believe the not a single byte of the update was installed/downloaded

I have found the solution through scouring older post's (which I should have
done first). Additionally, I have also noticed a similarity. SymNRT.exe
(Symantec/Norton Clean up utility) seems to be common among many who
experienced this same problem. The solution that worked:

Thank you very much for this solution. I recently uninstalled Norton Internet
Security and since found that Windows Update suddenly stopped working.
Try as I might nothing worked until I reset the security dll's found in the
second part of this solutions.

Your welcome. Again I can't take the credit though the answer was from a
previous post I came across. The Norton thing I gathered from elsewhere. Now
I understand why norton doesn't really encourage the use of that clean up
tool.

I've been pulling my hair out on this one. 180 plus failed downloads since
May or thereabouts when I used Norton Removal tool.

I registered the dlls that weren't loaded and BITS started! I tested it with
a small WU download. Success!

I can get the files to finally download now, but they won't install. I can't
get BITS to start up still either. I get an error saying that the executable
program that the service is configured to run in does not implement the
service. I too started having all these weird issues with BITS and Updates
after having problems with Norton SystemWorks and NAV and uninstalling and
using SymNRT.

Hey Sheisty, I'm having the same issue with the same code and bits won't
start and I would like to try what you said here cuz I used SymNRT also and
the windows downloads quit. I just don't know how to go about doing what you
are explaining if you could step by step me, I would be indebted to
you...thanx
