They won't be. The change to ActiveX is now permanent. This stems from the
court decision in the Eolas vs Microsoft case.
917425 will no longer install on any up-to-date Internet Explorer. If you
remove 916281 (or any other numbered Cumulative Update for IE), then you
leave yourself vulnerable to all malicious exploits delivered via
specially-crafted web pages, just as if you had never patched IE6 SP1 since
it first came out.
