Installer opens ...then cannot find patch for excel

I'm running Windows XP and have installer 4.5. Running Office 2003 with
Service Pack 3

Windows Installer starts when excel is trying to open, the following error
messagae is then displayed:

Problem with Shortcut
This package could not be opened. Verify that the package exists and that
you cn access it, or contact the application vendor thta this is a valid
Windows Installer patch package.

To alleviate this issue I recently downloaded Installer 4.5 but it did not
solve the above issue.

Ideas / assistance is required?

Try "Windows Installer CleanUp Utility"
