Installers can't create shortcuts

I have Vista Ultimate 32 bit, and when I run installers (of every program)
they fail to create shortcuts.
Sometimes I get "CoCreateInstance failed; code 0x80040154" errors, sometimes
"Interface Not Registered", sometimes "Could not create shortcuts".

If I create them manually it works correctly.

I already tried system restore, system file check, instructions I found here:

but nothing changed.

Why does this happen? Is it a bug or is there something wrong with the
registry?
