Installing CADKEY 99 on Vista Business

I installed this software on my computer and the OS will not start the
program? Any ideas?

Is it Vista compatible?

Does the program's manufacturer certify it as Vista-compatible? What
did their tech support have to say about this issue?

As its name implies, CADKEY 99 was released in 1999. Predates XP
and, maybe, even Win2K.
