I'm currently running an AMD 3200+ 64x, and was taking a crack at a clean
install of home premium for 32 bit, however it seems that every time I try to
initiate the install client that my system slows to a crawl and won't
complete a step. Is anyone having this problem, or can anyone offer some
help?

Okay, more specifically - I was running a Windows XP Pro machine, 2 hard
drives, with two petitions on the system drive. With system and core files I
had roughly 16GB of space to install Vista.

After removing this petition and increasing size of petition to 80gb, the
install has been running smoothly, whereas the first few times around, it
would freeze upon the first restart (while Expanding files, at 27%). I'll
keep updating this as the install continues.

Also, I started the clean install while in Windows, as opposed to booting
from CD.

Alas! Upon freeing up the space, the install finished swimmingly with no
problems, and is now running with no problems.
