installing KB938123 results in 0x80073712

Windows Update fails on Vista 32bit with 0x80073712 while installing KB938123.
I tried couple workarounds found on the web (deleting pending.xml,
installing WU agent etc). No pending.xml is found, re-installing WU agent did
not help.
