Installing Microsoft .NET Framework 1.0 Service Pack 3, English

I have a problem installing Microsoft .NET Framework 1.0 Service Pack 3,
English Version.

I get the Error Code: E0434F4D and a message saying there was a problem with
SL1B.tmp

Anyone know how to fix this?
