Installing .Net Framework 1.1 SP1 gives Fatal Execution Engine Err

I cannot install the .Net Framework 1.1 SP1 update.

The install fails with the message 'Fatal Execution Engine Error 0x7927baca'
after clearing this message box it is followed by another Message box saying
'Application has generated an exception that could not be handled Process id
= 0x50c(1292), Thread id = 0x164(356)'

This does not look like other errors I have seen on this site and I am
unsure if the solution to remove the .net Framework 1.1 package is correct. I
would be grateful for any advice.

I have been trying to install this since November!
