installing updates failes

when i try to install an update that is succesfuly downloaded it appears the
error code number 80070103 and the page doesnt give any information about to
resolve this. first the clock of the laptop is wright and i know that this
update was previously tryied to install (sorry for my english but im from an
spanish country) unsuccesfuly... i dont know what else i can do.. ok that
update named:

Ricoh-other hardware-HP Pavilion webcam

then i try to follow the steps that some user put here, but i didnt
understand what a run comand means and how to access to this option....this
user is named cereber or something like that....

honestly i apreciate any help... thanks

I assume this is a Vista machine.
