I think there are several possible causes. Below is the cause and fix for
my similar issue on XP Pro SP3 a few months ago:
Check your HKLM Registry to see if you have an entry for SensLogn
(HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon\Notify\SensLogn ) This was the problem I had and
after adding SensLogn with the appropriate subkeys, my problem was resolved.
I've no idea how the key came to be missing to begin with.
