Instant Messaging chat window takes 10 seconds to open

A few days ago my main Live ID expired. I transferred everything over to a
new one. But ever since then, even though I can log in to all my Live ID
accounts in WLM and Hotmail, whenever I click on any contact in WLM in any
account, it takes up to 10 seconds to open the windows. Before it was
instantaneous.

I have tried installing a fresh copy of Windows 7 64 bit and a fresh
installation of WLM 2009, but the same thing happens.

I cannot figure out what is going on.
