Instead of Partitioning, make separate user accounts HELP!!!!

Before I use to have like 4 partitions all with windows vista. One for
gaming, one for projects, one for testing/downloads, and one for regular use.
Then I realize I can just make separate user accounts.

But, how do I do this. When i want to install a program on one account, not
make it install on all the other user accounts? Lets say I installed
Microsoft Word on my regular account, I dont want it to show up on my other
user accounts. How can I do this?
