Hi Angela,
If it's my household, I simply unplug the offenders' network cable
from my router. Now, if you have shared access to your machine(s) then
disconnecting the network cable poses a problem.
I did hear of a Linksys router that requires a password for internet
access, but unfortunately I don't know the model!
