Greetings shade,
What you're describing is usually a problem with you broadband modem. Unfortunately they
don't often update the firmware on said modems, so you may be out of luck.
Your best bet for the time being may be to downgrade to the new version MSN Messenger 7 with
the security fix and then engage compatibility mode to run it in the newer operating systems.
To do so, download from here:

Then to engage compatibility mode, go to the \Program files\MSN Messenger folder, right click
on the msnmsgr.exe file, choose
Properties, then the Compatibility tab, choose Windows 2000, click OK and then run Messenger
as per normal.
