Honestly, from what you've described I'm not sure. What do you mean by
restore hard drive?
Have you backed up all your data and performed a clean reinstall of your OS?
This isn't just an IE setup issue, likely you have underlying problems on
your computer and might be better off posting in a group for Win98 issues.
