Internet Explorer 7.0 Installation Failure

I have and use IE 7.0 but when I go to the Microsoft Updates site, it keeps
wanting to download and install IE 7.0. When I try to do that, I get an
installation failure, error code 0x643. All the other updates are
successful. Why does the update scan not recognize that I already have IE
7.0 and how can I correct it?

Is the Windows Installer service running?
Check via Start -> Run -> services.msc

http://support.microsoft.com/kb/917925 has additional information on
other possible causes.
