Internet Explorer 7 could not be installed

hello,
after trying to install Internet Explorer 7, I did get the messages that IE7
could not be installed.
subsequently I followed the instructions as mentioned in KB917925
both in english and in dutch (yes, they are different)
attempts to install IE7 have also been made with all possible services and
start-up-entries disabled with msconfig
still no result
always the same entries in IE7.log:
DoInstallationoRegistryUpdates failed
Access is denied
this should be a registry problem, that persists after the inacl-script
any suggestions ??

Required reading IMHO before installing IE7:

Sandi's Installation Tips <= Steps #1-8, #10 & #11; take note of #12, then
STOP!
http://www.ie-vista.com/known_issues.html#pre-install
(ignore any references to Vista)

And I strongly recommend using
http://www.microsoft.com/windows/dow.../getitnow.mspx as the
installation source, not Automatic/Windows Update.

Alternately, use this Direct Download link:
http://www.microsoft.com/downloads/d...0-081805b2f90b

Tip: Save the installer to your desktop, do not Run it.

Make *certain* that you check in at Windows Update immediately after
installing IE7 and install any critical updates offered. If Optional
Updates category offers Root Certificates update, I recommend installing it
to take full advantage of IE7's additional security.

thnks so far
I read and executed all possible solutions
but the result is still the same
I do have some errors in the output of subincl
registry-keys that cannot be opened or being invalid
how can I repair these keys ??
