Internet Explorer and Admin

Running 32bit Vista Home Premium on my desktop.

In Internet Explorerer I click on Tools and internet options and I get this
error: "The operation has been cancelled due to restrictions in effect on
this computer. please contact your system administrator.

I am the adminstrator, there are no profiles on this pc except mine. I have
right click the IE icon and ran as administrator but still get the same error
message in internet options.

Can someone please advise me on how to give me the admin rights on my pc to
make these changes?

Hello,

You receive this error message when a certain setting is changed on your
computer. You will receive this message as long as this setting is in
place, regardless of whether you are an administrator or not.

This setting could only have been changed by a program that you started
with administrator power (it displayed a "Windows needs your permission
to continue" prompt); or, if you have disabled UAC, then any program
could have changed this setting.

To remove this restriction, follow these steps:

- Click start
- Type: regedit
- Press enter
- In the left, expand the following folders (by clicking the triangle
next to them):

HKEY_CURRENT_USER
Software
Policies
Microsoft

- In the left, right-click the folder that says "Internet Explorer" and
click Delete

- In the left, scroll back up to the top and collapse HKEY_CURRENT_USER
- In the left, expand the following folders (by clicking the triangle
next to them):

HKEY_LOCAL_MACHINE
SOFTWARE
Policies
Microsoft

- In the left, if it exists, right-click the folder that says "Internet
Explorer" and click Delete
- Close the registry editor
- Close any open Internet Explorer windows

This should remove any restrictions that were put in place on your
Internet Explorer.
