Internet Explorer automatically opens Windows Update site

We have seen a few instances with XP where a user runs IE, and instead of
getting their normal homepage, the Windows Update site opens. We have
Automatic Updates turned off by Domain Group Policy, and the PC settings
indicate that they are indeed turned off. If the user clicks on their
homepage menu button, they go to their correct homepage. This odd IE
behavior may or may not return the next time they run it.
