internet explorer failed to work

Everytime I boot Vista Ultimate it pops up a window saying IE explorer
failed to start or cannot open or something. anytime you click to open IE it
says the same thing and won't open. This happens everytime I've installed
vista after a while. nothing is different then when first installed.

Hi,

Usually, when Internet Explorer fails to start it's due to a plugin that
fails. Go to the Control Panel/Internet Options and on the programs tab
click the button to manage add-ons. Disable those that load with IE,
particularly the non-Microsoft ones, then retry opening IE.

Except there are no plug ins. I've never installed any add ons to IE.

I didn't ask if you knowingly installed them, I asked if you actually
looked. Never make assumptions when troubleshooting a computer problem.
