It sounds like you have issues with Windows Update. There is a specific
newsgroup for that:

microsoft.public.windowsupdate

When you post there, provide the details, like the complete text of error
messages you get when you try to update your Vista.

There is no web page associated with Windows/Microsoft Update in Vista.
It is now a separate local process which you can run from Control Panel
and from the notification icon in the tray.
