A quick look at Bullguard shows that it has a firewall component. If you use
it, make sure the built-in Windows Firewall isn't running too. It is
possible that Bullguard uses a proxy server for some of its security
settings. You should make sure you've configured it to work with your
network or disable it.
It is obvious that the installation of Bullguard is the cause of your
problems so you will need to look there. Questions about how to configure
