Internet Options in Control Panel

I have a laptop that automatically keeps on trying to access the internet via
the dial up connection. I would perfer that it only creates a dial up
connection when I manuall double click on the Internet Explorer Icon. I
have tested different setting in the Internet Options/ Connections Tab. I
have set it to 1. never dial a connection. (when I select this option then
when I double click on Internet Explorer to make a connection it does not
work) 2. dial whenever a network connection is not present.
and 3. always dial my default connection. When I select the options 2 or 3
my dial up connection window automaticlly appears and tries to dial my
dial-up number when I actually do not want to connect to the internet. Is
there any way to stop dialup connection from dialing when I dont want it to?
When it does this then I have to cancel and close the dial up window. It
seems my laptop did not do this before, is some other application causing the
dial up to try to dial? If so how can I turn it off?

It's probably checking for automatic Updates for Windows, IE, and perhaps
apps like Media Player, and Defender. They all have update settings in the
Options. It would all depend on what, exactly, you run that does that. There
are thousands of possibilities.

I have Windows Updates turned off and Windows Defender is off. When I
select never dial a connection then it does not automatically dial. Does
this setting apply to all applications that might be trying to access the
internet? Is the thing to do find all possible applications and turn them
off from accessing the internet?

Yes. Things like a mail check, or an update are going to share the IE
connection, and act just like it.
