Internet Problems After Feb 14 Updates, KB911927, KB911956, KB9134

I was hoping someone could please help me. I'm running Windows x64
Professional edition and I received an automatic update to install KB911927,
KB911956, KB913446. After installing, my Internet connection became
extremely slow and when I went to check my Windows Firewall, it said that the
Windows Firewall/Internet Connection Sharing Service had been turned off, and
asked me if I wanted to turn it back on. I did so, but the Internet
connection remained sluggish. Also, since the patch, I am unable to change
my Firewall settings as it states "For your security, some settings are
controlled by Group Policy."

I removed the installed updates and my Internet connection is back to normal
speed (allowing me to sign in and write this post). However, my firewall is
still controlled by "Group Policy."

I'm logged on as the administrator and this computer is only a part of a
simple home network of 3 computers sharing one Internet connection. No one
has intentionally activated a Group Policy.

Any ideas on how I can install these updates without slowing my Internet
down and remove or gain control over this group policy?

I can only confirm that my Internet access has slowed considerably since the
newest updates were installed. I've confirmed that my download speed is
still about 2MB/s, but actually accessing various URL's is very slow and
balky, locking up at times.
