Hi Hnak,
Instead of running as administrator, try running without addons. Click start
and type 'internet explorer' and one of the menu entries will be to load it
without addons. See if this allows you to use the tabs. If so, then it
indicates that an installed plugin/addon is the source of the problem.
Disable them selectively from Internet Options/Programs tab/"Manage addons".
