As already mentioned, if the ID didn't exist, it would simply give you the option to invite
them. However, with federated/managed IDs like @hotmail.com, or @company.com (where the
company in question is federated), Microsoft is aware the ID doesn't exist and will say so.
As such, are you sure you have it correct? If you're just trying to get him on Messenger for
the first time and for example, are using his work address, it is possible that not everyone
there has access to Messenger and therefore he doesn't have an account.
