Invalid OS after running WGA tool

On a Windows 2003 server the event logs an error ID: 1000; Windows Product
Activation; error while wizard was checking the current Windows product
license. Error Code: 0x80040057. Ran the WGA tool and it reported the
following:
WGA Diagnostic Data (1.5.0526.1):

Genuine Validation Status: Unsupported OS
Windows Product Key: *****-*****-74RX9-MJDDT-DYT7M
Windows Product Key Hash: MPXpql5WJAM9zSJZbDYJ/DptZoc=
Windows Product ID: 69712-640-4329764-45856
Windows Product ID Type: 0
Windows License Type: Unknown
Windows OS version: 5.2.3790.2.00030010.0.0.000
Download Center code: Expired code.
ID: {662AC797-D4B0-4B9A-80DA-26C06ECB7437}
Is Admin: Yes
AutoDial: Yes
Registry: 0x0
WGA Version: Failed to retireve file version. - 0x80070006
Signature Type: Unknown.
Validation Diagnostic:
Operating System:Windows 2003

The date this started seems to coincide with the problems many users had
after Microsoft changed their validation process. In our case, the server
will freeze requiring a reboot and this occurs about 3 to 4 times a month.
Otherwise, no issues. NOTE: This is a valid Volume License OS.

Would the following suggestion work?

In safe mode do the following: Go to start/run, and type
regsvr32.exe regwizc.dll
OK, then,
regsvr32.exe licdll.dll
and OK.

Is there a permissions problem on a registry key? Is there an issue with
Volume Licenses? This server, I believe, received a clean install of 2003
from 2000 server.
