Inverted title bar menu

Anyone know how to invert the orientation of a window. I'd like to find
a way to put the title bar and the close buttons at the bottom of all
windows.

Crazy it may sound. Can't find anything that might do it.

Cannot be done, as far as I know.

If there is a way to do this, it would probably be found in the subject of
custom themes using third party software like Windows Blinds or similar.

A special pair of glasses may do the trick.
