IPv6 tunnel and Windows Server 2008 R2 firewall

I'm looking for a whitepaper, blog, or anything on how to configure the
firewall to allow local IPv6 traffic but block public RDP, file sharing etc.
when an IPv6 tunnel is active.

After some research it appears the Windows firewall doesn't work in tunnels.
It seems like a feature that would be needed. I'll have to rethink the
project. It will probably work OK with a dedicated NIC for the tunnel.
