Joystick and DirectX with application and not driver

Hello

I have the following "creasy" problem. I must write an application (MFC), that can emulate joysticks (no hardware!) for an DirectX application. The DirectX application works with DirectInput. What is the best way to send to the windows system information about joystick axis and buttons (max. 16)? Must I write a driver or can I send this from my application? I hope anybody can help me here with informations
