There's only two option for the Junk Mail filter in Hotmail
Standard - Most junk email is sent to the junk email folder.
Exclusive - Everything is sent to the junk email folder except messages
from your contacts and safe senders, Windows Live Hotmail service
announcements, and alerts that you signed up for.
The 'Low' feature was removed quite some time ago.
Junk Mail is retained for about a week and a half in the Homtail web UI
junk folder
- if using pop3 in an email client to retrieve a Hotmail account messages
then visiting the web UI on a regular basis is the only route to ensure
anything filtered to the web Junk folder (which can be anything reported
and validated as suspicious, known junk, and/or messages with links/hmtl
content that might be deemed as unsafe) is moved to the Inbox for
download.....the alternative is to configure the account using the
DeltaSync protocol (in WLM or Outlook [with the Outlook Connector]) which
will mirror the all web folders (including the Junk folder) allowing one to
view the Junk folder content in their local email client and determine if
an important message (e.g. car park booking) got sidetracked.

What I did when I changed my ISP about 4 years ago was to set up 2 email
addresses and restrict one solely for friends, it has never had one item of
spam over the 4 year period.
The one using Hotmail is used by me for business (in a very loose sense)
purposes and for new acquaintances, for example Amazon, ferry companies,
cruise lines and so on.
If I set the filter too high in this account then there is a risk hat I
shall lose emails from people I need to contact. About a month ago an
email
from a car park I had booked went into junk mail and I had to ask them to
send me a copy of the email.
To conclude, I really do not think that I can set up a safe senders list in
my hotmail account. As I said, it appears to have settled down again to
around 30 or so.
