Did you get a prompt to install the ActiveX controls for WU and what did
you do when prompted ? If you clicked No, then that may be what's
causing the issue. If you did click No then revisit WU to have it installed.

Try installing the latest Windows Script Host for XP :
Windows Script 5.6 for Windows 2000 and XP

Save it to disk, close IE, then install it.
If that doesn't resolve the issue, download and install the latest MSXML
package:
